Go to the 'My games' tab in Steam, right click whichever game you want to open the console in and click 'properties', click 'set launch options...' and type in "-console" and press Apply or Ok. Now whenever you want to open/close the console in that game simply press the `/~ button.

Unlike oblivion, skyrim will not label npcs by name with the selection in console. You might actually have the npc selected. When you use resurrect, you must add "1" at the end for it to work properly.
