There is a tear in the cartridge some where or the top or bottom seal is broken.
If dirt returns to the pool while you are vacuuming, it means there is a hole or broken item in the filter. If filter is a cartridge filter the could be a hole in the cartridge. DE filter, hole in filter fabric or broken plastic manifold. Sand filter - broken plastic fitting maybe.

You don't backwash a cartridge filter. To give them a quick cleaning you can take the cartridges out and hose them off to remove surface dirt and some algae. To give them a full cleaning you should get a pool cartridge degreaser and first clean them as above then soak them in the degreaser as per it's instructions.

Do you mean to say that the dirt is returning to the pool via the return lines? 1st question: properly hook up your vac hose and vac head and/or turn on the pump. 2nd question: There is a damaged grid in the D E filter; Wrong type of filter media in a sand filter; Damaged element in a cartridge filter or overpumped- pump is too strong for the system.
Backwashing is done to clean the filter media in sand and DE systems. Cartridge filter systems don't have a "backwash" provision. You just remove the cartridges and wash off the dirt and debris with a hose.

The psi on your pool pump indicates how much dirt there is in the filter, the cleaner the filter the lower the psi. normally when the filter is clean you wil have a low psi and as the filter gets dirtier it will rise. However if the psi suddenly becomes much lower then usual it may indicate a fault in the filtration is letting unfiltered water circulate back into the pool as in a torn filter cartridge.
