A entire gammit of reasons , A safety shutdown may be present . A failed electrical control .A failed mechanical component as well . In any combination or individually ( there is not any one set answer, I'm afraid ) . You need a technician to proprly troubleshoot it for you .

No it should fit into the housing along with the thermostat. Try putting the rubber in first, then the thermostat. remember the rubber is malliable so it will conform to the opening, then insert the thermostat
