Before the answer, I must say something that ROC and PRC are not completely two modern countries in the same sense. Because, nowadays, most of the countries in the world don't admit ROC almost at all. They just admit that PRC is the sole representative of China. Taiwan, despite its present status of political separation from mainland China, is a part of China. This idea is called One-China Policy and also a prerequisite if a nation intends to establish a diplomatic relationship with PRC. Republic of China was found formally on 1st January, 1912 by Sun Ya-Sen as the first president. The then territory of ROC included mainland China. Then capital was Nanjing. People's Republic of China was founded on 1st October, 1949 by Mao Zedong as the first president. From then on, ROC was claimed illegal and non-existential. However, because of the geographical separation of Taiwan Island from mainland, Taiwan, under the control of KMT of Chai Kai-Shek kept political separation from mainland under the name of ROC until now. Both sides are trying to reunify China under one political entity.
