Fuel lines may have lost their prime try turning key to "on" position for about 10 seconds without trying to start vehicle - Do this twice may be eough to prime fuel lines
The mk2 fuel filter is part of the fuel pump and it does not need to be checked/changed
Each air conditioner take a different size of filter. The air filter should be checked routinely and changed as needed.

Could use a lot more info like year and model. Have you changed the fuel filter? Have you done a fuel pressure test? Could be a faulty fuel pressure regulator. Have you checked the fuses for the injectors and ecm? Have you checked the fuel pump relay?

I don't know about the Explorer but I had an experience with a Ford Mustang. I changed about everything I could think of related to the non-starting problem. Then I discovered there was a filter in the gas tank. Changed it and the problem disappeared!
is the fuel filter istalled correctly in from fuel line out to engine. PS won't be the first person to install it backwards
Have the Trans fluid and filter changed. Also have the vaccume lines to the Trans checked.
Starting around 99 the fuel filter is part of the fuel pump in the tank itself. Not to be changed unless changing fuel pump.
