The differences between House and Senate are so, to maintain the system of checks and balances. One of those differences are the number of those who serve in each. 435 members serve the House, and 100 serve the Senate. Another, is the minimum age requirement to be able to serve in congress. For the Senate, the minimum age is 30, and for the House, it's 25. A third difference, though not the last....Members of the House of Representatives serve only 2 year terms, while the Senate term is 6.

They are formed to settle differences between House and Senate versions of the same bill.If changes were made by the Senate, the differences between its version of the bill and the House version of the bill have to be resolved. The House may vote to accept the bill as amended by the Senate if the changes were minor. If the two versions differ greatly however, the bill will most likely go to a conference committee made up of members from both the House and the Senate. This committee works out a version of the bill that will be acceptable to both houses of Congress. The revised version goes back to both the House and the Senate for approval.So basically, the purpose of a conference committee is so that a bill can be revised (or edited) to both the House and the Senates liking.

There is no standing conference committee. Before a bll passed by both chanbers can go to the President for signature, the two bills must match. When the differences in the bills need to be compromised and negotiated to match, a conference committee with members of both the House and Senate is formed to work out the differences and come to agreement.
All revenue bills must start in the House of Representatives. Represenatives do not have unlimited time to talk on the floor. They can be over-looked or given a time limit by the rules of the House of the Speaker of the House. Senators have no time limits and may talk indefinately unless there is a cloture vote in which other members of the Senate vote to halt discussions of the current item before the Senate.
