I have had the same problem. If you are parked on and incline somtimes the automatic transmission bindes up and it won't come out of park. Be sure to use your parking break on uneaven ground so it takes the load and not the tranny. Another reason can be that your brake pedal sensor switch is faulty. Make sure your brake lights are coming on when you press the pedal. Lastly try this and it should work. Turn the key to the on position without starting the motor. Step on the brake and shift into neutral, then start the car, put is in gear and there you have it.
97 Chevy Z71 truck will not shift into third gear.
Align the shift indicator orreplace it. Your problem is strictly column mechanical.
Check for a blown fuse.
My Mom had the same problem with her truck.. It is due to a recalled part that is on the brake master cylinder

The switch on the brake pedal may not be working, if you unplug the wiring from it it should shift if this is the problem.
Can you use park, neutral, or reverse? If so then your tranny is in limp mode. The only gears that work are 2nd and reverse. Check the cable to your tranny and see if it is plugged all the way in. If it is then you have other electrical problems and need to have your truck looked at. I'm not sure if an 89 still has a vacuum modulator on it or not. If the vacuum line to it is off it will only shift after over revving it. Can you shift it manually? Start in low and shift at the proper RPM?
Are you putting your foot on the brake ?
no 998 trany has different sensors and diff shift points the computer wont no when to tell it to up shift or down shift
The VSS (Vehicle Speed Sensor) is probably bad. Also check the fuses.
