Obviously, yes. This is a very serious health concern, as he can easily be infected with life-threatening diseases and parasites. This is probably an extreme form of Pica, and should be brought to your doctor's attention immediately.

it is probably becous he/she pooped and ate it and pooped it again ore the owner gave it soda.

if your dog is on a leash when it eats that yukky poop,pull your dog back and tell him "leave it" with a firm voice. if that doesn't work, get infront of your dog (don't step in the poop!) and snap your finger at your dogs mouth. Do not get your hand to close to your dogs mouth! Your dog might have a much more different response
