Based on my research (because I had the exact same question *thanks for asking*), no. "Lust (or lechery) is a craving for sexual intercourse, sometimes to the point of assuming a self-indulgent or violent character. Lust, or a desire for the flesh of another, is considered a sin..." (Wikipedia definition). What God wants for a Christian is true love and true intimacy. According to His notion, God doesn't like when people take advantage of His gift of sexual nature to us, by wandering in their desire from person to person. He made it to be personal. Proverbs 15:20 (NIV) goes on to say "And why will you, my son, be ravished with a strange woman, and embrace the bosom of a stranger?" I interpret this quote to mean that we are supposed to handle and control our physical nature that is used forreproduction. I might be wrong of course, but kissing is not as intimate as something else because it is often done among close relatives as a way of greeting or expressing their love of familylife.
