check water pump maybe broke and then check the head gasket may be blown
Chances are your thermostat is stuck open. Your cars thermostat sits in a coolant passage. When the car is running your coolant begins to heat up, and at a certain temperature your thermostat opens up and lets coolant flow to the radiator to dispel the heat of the engine to the air. When your thermostat is stuck open, instead of the coolant staying in the engine until it heats up it is constantly circulating through the radiator transferring heat to the atmosphere. When your cars sits still it heats up because the amount of air passing through the radiator is minimal, but as you begin to drive the air flow is increased.
Possibilities: Cooling fan not working. Low on coolant. Clogged radiator, radiator hose or block.
Had the same problem on my 1991 accord. Replace the thermostat, gasket, and radiator cap. Also, get a gallon of coolant if your current coolant has been in there for more than three years. The thermostat is in the engine block. Simply drain coolant, remove the radiator hose from the engine - the hose that goes from the bottom of the radiator into the engine. There may also be a small spount that bolts into the block, remove the bolts and there is the old thermostat.

its a 96 caprice already changed the thermostate fans are working Do you have an obvious leak,making the engine short of coolant? If no obvious leaks,the first place to look is the thermostat,these frequently fail shut,so restricting the coolant flow. You don't say what sort of car it is,or if this happens only in traffic (radiator fan not running) or just driving along,thermostat,blocked radiator,cylinder head gasket. Modern cars must have good quality antifreeze mixed to recommendation for good cooling and anti-corrosion.

An overflow tank is a bottle that holds coolant that expands and leaves the radiator under driving conditions. The Coolant will go back into the radiator as needed.
Problem fixed. I changed the rad cap.
Check the cooling system, and I mean everything. Thermostat, temperature sesnor(s), radiator clogs, radiator cap, badly damaged water pump, belts, you could simply need to add more antifreeze. If it isn't your coolant system, then it's your driving habbits or driving conditions, in which case you may want to slow down, get a car that can handle harsh driving, or upgrade your radiator. Also check that your electric fan is coming on.
