I think that you would complain to their (the notary's) local Clerk of Court Officer. I'm not sure but I don't think that your local Clerk of Court Officer can do anything about someone outside their district. But they can help you track down the proper Clerk Office, if you find someone who is helpful. Oh, The district or area shows on the stamp and written under the signature.
