If using Microsoft Office, the clip art library has a large selection of clip art which can be inserted into a document. To insert into the document, click in the location where the clip art is to be inserted. Go to the Insert Menu, choose Picture and select the Clip Art option. Choose the clip art and then click the insert button. The clip art will then appear in the document.

Digital art is a term used to describe any art that is made using software. Clip art is usually small pieces of art meant to be used as button on websites or just little graphics for in a text document. My view of clip art might be to narrow so you may want to double check that.
No, PowerPoint does not assume so -- each slide has a layout that may include a placeholder for clip art. Alternatively you can use the Clip Art button on the Insert tab of the Ribbon. More info can be found on Indezine in the related link.
