No, PowerPoint does not assume so -- each slide has a layout that may include a placeholder for clip art. Alternatively you can use the Clip Art button on the Insert tab of the Ribbon. More info can be found on Indezine in the related link.
Select the slide, search My Collections for clip art, then select the clip to insert into the slide.

Clip Art is very simple. If you have Microsoft Word or PowerPoint, then you automatically have clip art. Clip Art is a way to get tons of images, videos, etc, without having to go to another site. I'm not so sure about including Clip Art on a business letter, unless your visual image is that important to your business.
