Yes, Rockhopper does exist. He can be found on servers when there are special parties going on. He is normally on his ship. If you click on him you will see his Player Card, Then click on where the Add Buddy button normally is and you can get a Rockhopper Backround. But he is really hard to find, because the rooms that he is in are normally really busy.
