The 3 levels of the U.S. government are: -State Government -Local Government -National Government
divided between national govt and lower levels of govt.
Usual responsibilities of this level of government which are not granted to lower levels are maintaining national security and exercising international diplomacy, including the right to sign binding treaties. Basically, the central government has the power to make laws for the whole country, in contrast with local governments.
National party committees have no real power over organizations at the state and local levels
All this means us power is shared between the central (national) government and the states.

I had this question in my book also, and I'm pretty sure they are the same. The only difference is that Radon has 2 extra energy levels but that does not affect the L.D.S.
