You will need to have found and solved 138/138 puzzles plus the four other houses, have a look in your puzzle index to see if there are any of the puzzle numbers missing..if there are you will need to take a walk to Granny Riddleton's Shack to see if she has got the puzzles waiting for you, you will have to have solved these puzzle in order to open the Puzzle Master's House.
