You didn't "loose all braking power". Your tires locked and then it feels like you're not braking, when in fact the tires are locked. Dynamic friction (the friction between moving surfaces) between tires and snow is rather low. ABS doesn't work below a certain speed, I don't think ABS knows the direction of tire rotation.
