DEFINITELY NOT ON A REGULAR BASIS. No 10 year old should wear make-up everyday. However, I believe occasionally, they should be able to wear minimal amounts. Such as lipgloss, eyeshadow and blusher. No foundation or mascara.
A ten-year-old could wear play makeup, but she probably should not be wearing real makeup. I wasn't allowed to wear makeup until I was 16. A child has plenty of time to become an adult later.

Admittidely it is not what most 13 year old boys would do but you've got to let him be his own person because the more you make him stop the more you will push him away
You should make a list of the pros and cons, plus why you want to wear girls underwear. As a 12 year old boy, you will need to make your mom understand why you do not want to wear boys underwear.

Dating? Yes. Having sex? You need to double check local laws. Make sure you are both above the age of consent and wear protection!
A 9 year old COULD wear makeup but doesnt really need to. I suggest if you are 9 and want to start wearing makeup to only wear it when you go out or on a special occasion. Maybe on the weekends. Start with just a light pink blush and a lipgloss. Also you could get away with a light shimmery eyeshadow. Get an adult to check you haven't applied too much. x
