my torterra is level 100 and kicks butt I kept beating every lvl 100 I saw in a 1 hit KO by earthquake now for what you asked i would highly recommend eatrhquake giga drain / recover / sithnesis ( more giga drain thain da other 2 cuz it heals itself half of actually damaging giga impact / double edge and finaly i would recommend hyper beam / frenzy plant don't use hyper beam - it is a special move - not for torterra the tank use stone edge earthquake (you might want to use earth power if you have ground-move weak Pokemon in your team) wood hammer/giga drain crunch - for all of the other Pokemon out there
well you should evolve it over level 33 after it leans ancient power of if you want you could evolve it at level 46 after it learns double edge

it depends luxray should have crunch for the elite four. torterra should learn stone edge. drifblim should learn good ghost and maybe dark. it would be great for gyardose to learn water type move. and lucario should be fine. make sure dialga dragon type move is very powerful
