It depends on the game and the Digimon you want him to evolve into. Examples: in Digimon World DS he evolves into Agumon at level 6, but in Dawn/Dusk he reaches this form at level 7. In the former he is able to evolve into ToyAgumon, while in the later this option doesn't exist.
