As long as they do not want a dog, they can take care of the kitten and understand what they can not do with the kitten, sure buy them a kitten. If they can't, or as most kids say "I forgot" when they don't take responsibility. Buy them a fish if there is ANY doubt.
Dogs are social animals and may see kittens as part of their pack. Your dog's obsession with your kitten could be due to a desire to protect, play with, or establish dominance over the new addition to the household.
It could have been by accident. It's not like a dog woul think, "Oh hey look a little new born kitten. Lets go hurt it." The dog may have been trying to play with it or thought it was a new kind of toy.

Question: Has your dog ever tried to hurt the kitten? watch until the dog poops you will find nasty stuff in there It's very possible that the dog could have 'mistaken' the kitten for a chew/play toy & ended up eating it. My old dog really thought kittens were toys & that resulted in a loss of many kittens.
