Vampires are satans henchmen. Holy water is gods blessed water. holy water fights back the evil and burns and eventually kills vampires. I have known holy water to effect a clean spot on a vampire cheek after it was babbled and wiped.

That depends on what the liquid is. But generaly you could just use a soft plain white towel drenched in eiter water or alcohol.
There is no vampires that burn from regular water but in some stories Holy Water can burn them.
Probably so knights in the castle could bomb them in the water so there weapons become drenched and unusable so they have hardly anything to fight with.
