Yes, it certainly could be a blown fuse.
It could be that the lights have burnt out as well.
Are both lights out at the same time. Have you changed the bulbs and if you have they still dont work there is a relay and or fse for them in the fuse box. Check the fuse and see if it blown and check the relay and see if it clicks when you turn the lights on. If it dont click you might also have a bad switch for the lights

could be a fuse problem, and then again it could be in the switch its self. Make sure your getting contact in your light switch. I dont know if you have a pull switch on your dash or if you have it on a multi function switch on the steering column, but you will need to dig in there and see if your getting juice or not, if the fuse is good.

On my 98 A4 1.8T I had the same problem. The problem was the entire headlight switch on the stearing column went bad. I dont know if the headlight switch has anything to do with the reverse lights but from my own experience the reverse light problem is caused by thhe reverse light switch which is in the gearbox. It could be many reasons if u dont have dash lights then you dont have tail lights either it could be a few reasons check your fuses first then check your bulbs and then if that dont work sometimes your light switch wears out and may need a new switch there tiny wires and it could be a different electrical problem in your cars system i hope this help get you started on your problem good luck
