Requiring a minimum purchase in order to use any card, whether it is a debit, credit, or rewards card is strictly forbidden by the agreement that merchants agree to when they sign up to accept Visa and MasterCard payments.

However, there are ways to suggest which form of payment for them to use or to at least ensure you are covering your cost. One way is to assume that you will be paying 2-3% on each transaction and adjust your prices accordingly and then provide customers with a cash discount when they pay with a non-card payment method.
