No, he could not. Hades was the lord of the underworld and is often considered the symbol of darkness and invisibility.

In Greek Mythology the underworld is nothing like what most people associate the word 'underworld' with. Most people think the underworld is like hell, thus there must be fire.

The underworld is where all dead went, the good, the bad, the neutral. The underworld was described as a dark and cold place. In fact the only place the might contain fire would be the fields of Punishment or Ttartarus.

The only reason why people believe Hades can control fire is because Disneys Hercules portrays him as so.
