I think you have confused two different idioms. "Heads up" means "look out" and "hands off" means "don't touch" or "stop touching."
To "eat their heads off" means to eat a tremendous amount of food.
In the UK we would use the phrase 'Knock it off' to mean stop teasing/irritating me or stop what you doing.

it could be a number of things. my first guess would be brakes. when you say pull off, do you mean turn off to the side of the road/make a turn. or take off/accelerate from a stop
If by "stop the engine", you mean turn the car off, then the answer is NO!
Could be a bad or misaligned stop light switch at the upper end of the brake pedal under dash area

To turn off a sprinkler head, locate the main water valve that controls the sprinkler system and turn it to the "off" position. This will stop the flow of water to the sprinkler heads, effectively turning them off.
This could possibly mean that the electrical connection for the blower is shorted or grounded or the on/off switch has lost contact. Have this checked with a car electrician.
