Yes it can be separated to an extent. with the planning aspect however politicians have to implement decision making so both the administrators and the politicians are needed in this function however with respect to organizing, controlling, coordinating and commanding there is no need for the politicians to implement any decision making, the administrators can now execute policy and minimize the role of the politicians.
