The titanic could be brought up to the surface and we do have the technology, but it would brake into pieces if we did. But i dont think anyone would be paying that great amount of money for taking the Titanic back to surface.
First of all, it's sunk at the bottom of the ocean in two pieces. The bow piece is in pretty good shape, but it's been sitting at the bottom of the ocean for 99 years. It's in too unstable of a condition to bring up to the surface. The stern piece is in bad condition. IT wouldn't get very far before it broke. It's impossible to ever bring the Titanic back, but if they did, they would probably take whatever they could and put it in a museum, and either sell what they could to Titanic fanatics (like myself), and throw whatever they couldn't use in a dump or scrap it.
Since the contents are under pressure, the bottom of the can cannot be flat. If the bottom of the can was flat, the pressure could cause the bottom to deform, and then the can could not stand upright. The concave surface provides a firmer surface to withstand the pressure within the can.

Yes, the Titanic is still at the bottom of the Alantic Ocean and until better, newer technology, it can not be removed because it is too fragile. The bow of the Titanic, the first part found, is separated almost 2 miles away from the bow! No human being could go down to the bottom where the Titanic is, unless in an air tight mini-submarine. It will not be disturbed and this tragedy has been grieved by many people including the survivors. R.I.P
