I don't think so because lots of parents use it as a punishment. But I still think that's wrong. Police probably know that parents spank their children. Beating children with a belt is another thing though! Boy! Some parents might not wip their children hard, but some do it so hard that their are scars on the child's butt. I think that their should be a law that parents can't beat their children with a belt.

St of tn if prim parent has be charged with child abuse can the non cost parent be charged with emot neglect if he has caused the stress and fefuses to see the child?
This decision would be up to the district attorney and/or child protective services. I doubt it would ever happen. Lack of involvement by the absent parent is not a defense to child abuse.
