If you are talking about humans, it it genetics, if you are talking about animals, it is the evolution of genetics, and I guess you could say their feet became webbed for swimming.
Wombats do not have webbed feet. their feet are equipped with strong claws for digging, but they have no need of webbing.

Well, in most places they have big celebrations with face painting and stuff, and there is fireworks!
