That would be very cruel for you to do. Basically the dog is innocent. The owner is normally mostly responsible for the dog's actions. A healthy and well balanced dog mentally would not be mean or whatever you mean by being "Mean". Try to find some information to give your neighbor on Basic Dog Obedience from your local dog club. Contact your Veterinarian or the local Humane Society to find out where the closest Dog obedience class is. Suggest to your neighbor that he or she should be taking the dog out for daily walks also on the correct choke chain and 6 ft. lead. Measure the dog's neck and then add 2" for the correct length for the choke chain. Just try to encourage the neighbor to take his or her dog to an obedience class and I bet you notice a big change. Encourage your neighbor and you will feel good about yourself in the long run.
