You could start by filing an official complaint with their agency and have it investigated by their internal affairs division - or - you could contact your State Police Agency and report your allegation.
First.based on serial # 641534, it was manufactured around 1940. Second, the fhp no 11 could stand for the initials & number of a police force in some town or city.
I could not find any police positive serial number beginning with a '0' or ending with an 'R'................
Without telling us what the model is, could be any year.
Who knows...but I don't think they have an official fan number right now,but I could be wrong! And it is KELLY KELLY

Yes, it could, but only if there was an investigation or other "official business" that is being obstructed. If the officer was "just curious," it probably doesn't matter.
