Yes you could. I can't think more of a better place than San Francisco to be an electrical engineer, with Silicone Valley, the movie industry & all the old houses that need repairing from time to time.
It is worth getting a degree as an electric engineer anywhere in the world. Electrical engineer is great degree that pays pretty good money. The work is not physical too.

Building engineer is concerned with only buildings, but civil engineer can deal with all the streams of civil engineering viz as irrigation, enviornmental engg, transportation engg geotechnical engg etc......
