Cpu fan and LED lights work but hard drive and CD drive not working and I just installed a new motherboard processor and RAM I checked the cmos settings and that the RAM was seated properly Any ides?

Check the IDE cable, make sure it's connected properly. Make sure the HD and CD are jumpered properly. Make sure the power supply to the HD and CD is functioning properly.
