A doctor, called a pathologist, cuts open the dead during post mortem to establish the cause of death.
Maggots are cleaning creatures and only eat dead flesh. If maggots are present in your dog's cuts, it means that there is not only dead tissue, but also that you dog's cuts have been open long enough for a fly to lay eggs in them and have them hatch. The maggots themselves are not harmful, but they are a sign of a more serious issue. Your dog needs medical attention. Contact a vet immediately.

Cuts and other open wounds should be kept clean to avoid infection.

If a dog has oral bleeding, it is a good sign that it is either dead of VERY close to dead. If you ever see an animal that looks like you should immediately call a Veterinary Expert and ask them if there is anything you can do while you are on the way to the vets office with the animal.
Only if you swim in chlorine pools. Swimming in a lake or river can add infection to open cuts.
