you can send a letter to the Department of Revenue at the address listed on any return. give as many details as you can...name, address, how/where income is earned, etc.

Are you referring to a 1099-MISC that you received from someone you worked for or the IRS copy that you had sent to someone who did work for you? If it's one you received, then you simply add the amount on your Schedule C or your return and file it as normal. If you are talking about IRS copies of ones that you sent to others, then you would fill out a 1096 form which is simply a total form of all your 1099 forms that you sent out. You attach all copies to the 1096 form and mail it to: Department of the Treasury, Internal Revenue Service Center, Kansas City, MO 64999.

I am not from around Jefferson but it usually goes by the size of the return not the number of returns, and the size is determined by the tonage of the out door unit.
As far as federal law is concerned a convicted felon is a convicted felon, period. And there is no provision in federal law for such a restoration. However, some states view your situation differently and do return some LIMITED rights to you. You would have to contact your State Police to detemine if MO is such a state.
