The adapters are all the same, all configured to work with similar routers. The routers used between the US and EU are not much different so the adapter should work fine.

The 3DS officially released in Korea is in fact the US regional version so US games will work fine on it, and 3DS games in stores will be the US versions. You may have to be careful though as the 3DS was only officially sold in April 2012 so there may be a lot of imported consoles, which could include EU or Japanese ones.
