Not quite sure what you are asking??? It does have them, the little switch that moves up or down on the left side of the steering operates them. If they don't work, check the fuse.
Replace the headlihgt switch, it's a common problem
It is in the fuse box underneath the dash. Do you have tail lights? If not, you may have a bad light switch.

The Ford Crown Victoria dashboard is held in place with 12 retaining clips. Pry outward on each retaining clip. The dash board will come off in three pieces.
Possible could be just the switch. Try and find one at the scrap yard and check it out.
If you can find a police cruiser that had an analog dash, I believe you can.

In the 1999 Crown Victoria the LCM, Lighting Control Module , contains the relay for the turn and hazard flashers. This located under the dash.
