The 1997 Ford Crown Victoria OBD 2 port is located under driver side dash next to center console
you have to remove the clips on the dash and take out the lock ring around the lighterr
The Ford Crown Victoria dashboard is held in place with 12 retaining clips. Pry outward on each retaining clip. The dash board will come off in three pieces.
Just use a test lite and check them all.
The dash has to be removed to gain access to the heater box. The heater box then comes out and is split open to replace the core.
This is a major repair and requires someone who is knowledgable. It is located inside the dash next to the firewall and requires the removal of quite a few dash panels.

Drain the coolant, remove the glove box and base to the dash. youll find the heater core on the passanger side.
If you can find a police cruiser that had an analog dash, I believe you can.

In the 1999 Crown Victoria the LCM, Lighting Control Module , contains the relay for the turn and hazard flashers. This located under the dash.
Start on the passenger side and with the glove box. Remove that and just look for all the small screws.
