Dawn and dusk skies are red because of the position of the sun, relative to the viewers eye and the Earth's atmosphere. At dawn and dusk, the light of the sun has to travel rather to reach the viewer's eye and has all of its higher energy blue light scattered away by the atmospheric particles.
