When I was a law enforcement officer in NC back in the mid/late 70's, there was a law on the books that allowed the Governor to declare a person(s) an "outlaw". The one instance I can recall this happening was after an accused murderer, while on the run, shot and killed a State Trooper. The Governor declared the man an outlaw which allowed any police officer or any citizen to shoot to kill the suspect on sight. Kinda like the old days when a fugitive was wanted "Dead or Alive". I don't know if this law is still on the books or not. If I remember correctly there were a couple other states that had a similar law at that time also.
