Following the law is a responsibility. A "right" is something that has been given to you, either by a government or by nature. A "responsibility" is something you're required to, or at least should, do.
By the 14th century common law had determined that children under the age of 7 did not have the capacity to commit a crime. Age of 7 was established as the "age of reason" under ecclesiastical law and also the age of responsibility under Roman civil law.
