Bullying these days is a serious problem but at the age of 4-years-old, is a bit strange. The usual act of bullying usually comes from problems at home. The 4-year-old may be seeing things like this at home, on tv or seeing this somewhere.

The definition though would be strange and unacceptable.

What is the definition of a child age-wise?

For general purposes a child is usually described as a person between birth and puberty; in many places puberty is considered, for purposes of definition, to be about thirteen or fourteen years of age. Stricter definitions of a child vary, though, depending on circumstances and area. Legislation differs worldwide on what age defines a child and different legislation - criminal law, and workplace law, for example - within the same country can specify different ages. If you can describe the circumstances in which the term 'child' needs to be defined, and the geographical area in which these circumstances arise, a more specific answer will be possible.

Why does a nineteen year old daughter hate parents when they have let her even have her boy friend of 3 years live in parents house too and everyone is working full time and parents love daughter very?

It is not a parent's responsibility to be his child's best friend. I've heard that if your child hates you, that indicates you're doing a good job.
