On the other hand, so-called "HID kits" to convert halogen headlamps are widely available, but they are (all) illegal and dangerous and therefore very risky: they produce unlawful and dangerous levels of glare and backscattered light no matter how the lamps are aimed; they cause the headlamp to produce an improper distribution of light that's not correct for meeting the driver's actual needs for various specific amounts of light in various locations; they are not designed, tested, certified, or approved to any technical standard or regulation; they can damage the headlamps and the vehicle they're installed in, and they can cause crashes.
