In Diamond and Pearl, you will have to use the Explorers Kit, which can be found in the house next to the pokemon centre in Eterna City. Talk to the old man and he will give it to you. Walk out of the house and use it. Then just touch the screen whilst underground and if you see a sparkle, walk up to it and press A. You will then dig for stones, fossils, etc. You will occaisonally find a Sapphire.
