Alexander Hamilton was a strong proponent for executive powers in regard to foreign affairs. He acknowledged the rights of the US Congress to use its influence on foreign policies, however, his preference was to allow the president to push the envelop as far as it could be done.

Alexander Hamilton aided George Washington in the war and was the private secretary who wrote the federalist papers after the revolution, although James Madison did co write it and john jay was close to Washington.
James Madison did not oppose the ratification of the constitution. In fact he encouraged it by helping to write the Federalist papers with Alexander Hamilton and John Jay.
