Ashfur goes to starclan because in the forgotten warrior jayfeather went to see if ashfur was in starclan and he saw ashfur but i think ethier bluestar or yellowfang told jayfeather that that was none of his bisnuss and that ashfur found his way to starclan himself so sorry for the people who say that ashfue went to thw dark forest cause he didnt yay for ashfur i love him so much

I'm not sure about the cats that have never heard of StarClan, but are good. Even if some cats believe in StarClan, but they do some really bad things, then they go to the "Place of No Stars".
