Yes and no. The main obstacle that Cleopatra overcame was getting back on the throne. She did this by the good graces of Julius Caesar. The other obstacles to her power, her brother and sister, she overcame--permanently. It was rumored that she had her second brother/husband poisoned and it is well known that she convinced Marc Antony to kill her sister, Arsinoe. The murdering of her family seemed to be the only obstacles that Cleo overcame, as the other aspects of her reign seemed to be all a failure, both for herself an for Egypt.
