No, conservatives will say he did but he didn't. To win an election a candidate has to receive a majority number of votes. (Basically you have to reach a certain number of votes) None of the parties got this many votes; meaning no one got the majority, so no one won. This is known as a hung parliament, however when the liberal democrats and conservatives combined their votes together, it was enough to reach the majority number. So David Cameron did become prime minister, but he did not win the election. It also means the liberal democrat leader Nick Clegg, also gets a say in parliament. [when the two parties joined though, a lot of people were very annoyed]
