No, they are completely different stories, characters and graphics as well, they are no where like each other.
This and: Dragonball is older than street fighter by quite a bit.
street fighter came first so really dbz is the copy.
The game Street Fighter is available in many places, and it depends on which Street Fighter. Street Fighter I is older and came out for Famicon and NES, therefore someone might have to go to a used game store specializing in older games from the 80s and 90s, but their best bet would be Ebay or Amazon. If they are talking about the new Street Fighter games like Street Fighter IV, then gamestop, amazon, steam, and even PSN and XBOX live have either a disc copy or downloadable copy available.
gamestop, eBay or amazon
E-Bay?
There is a patch called Street Fighter X Tekken 1.06 that one can download to unlock other characters. Run the setup program and install it and copy the file, const.lua under the StreetFighter boot game folder.
Amazon has the new copy of the game for $19.96 and used copies at $4
To make CJ a Dragon Ball Z character one can draw one up on a piece of paper with a pencil or use a paint program to alter a google image. One way is to get a Dragon Ball Z coloring book and alter a copy to make CJ their very own character to color.
Nowhere. A Lego Dragon Ball Z game does not exist, no matter how wonderful it would be if it did. If such a game were real, I would camp out for an entire weekend at the nearest GameStop in order to get my hands on a copy.
Copy a fighter with a chopper
Dragon Ball Z: Budokai Tenkaichi 3 is over $35 and up for good to acceptable condition used PS2 games and a like new copy is also for sale on amazon at over $50
